A declassified diplomatic memo from August 2, 1974, found in the archives of former Cyprus President Tassos Papadopoulos, shows that a senior American diplomat accurately outlined Turkey's military strategy between the first and second phases of the Cyprus invasion, well before it unfolded. Lindsay Grant, the outgoing deputy chief of mission at the US Embassy in Nicosia, met with a Cypriot official widely believed to be Papadopoulos on that date. Grant described Turkey's plan to consolidate control over captured territory, forcibly resettle Turkish Cypriots into a viable northern zone, and use military harassment of Greek Cypriot villages to push residents out and extract political concessions. Grant dismissed any hope that the upcoming Geneva peace talks could produce a meaningful agreement, calling the idea that negotiations could build on earlier Clerides-Denktash intercommunal talks "wishful thinking." He told his Cypriot counterpart that Greece could offer no military help, saying Athens had "looked down the barrel of the Turkish gun and did not like what it saw." The memo also records Grant's assessment that Washington expected Ankara to drag out the Geneva process deliberately, buying time to strengthen its military position on the ground while exploiting divisions in Greek Cypriot politics following the July 15 coup against Archbishop Makarios.
