Turkey under Erdoğan is pursuing a three-pronged regional strategy that analysts say deserves close attention from Athens: deepening ties with Muslim-majority countries, locking in its Eastern Mediterranean position through the Libya maritime deal, and expanding its defense industry footprint across Qatar, Pakistan, and Indonesia.
The first strand involves what some analysts describe as a "Mecca initiative," a framework for cooperation among Muslim-majority countries. The precise scope of Turkey's role in this arrangement remains unconfirmed, but the direction of travel is consistent with Ankara's broader push to position itself as a leading voice in the Islamic world while remaining inside the NATO alliance.
The second, and arguably most consequential, strand is the November 2019 maritime memorandum Turkey signed with Libya's then-internationally recognized Government of National Accord. Greece has rejected the agreement as legally invalid and incompatible with the maritime rights of Greek islands under UNCLOS. The memorandum redrew notional boundaries in the Eastern Mediterranean in ways that cut directly across Greek and Cypriot maritime zones, and it remains a live dispute.
The third strand is defense exports and military partnerships. Qatar is one of Ankara's closest regional partners. Pakistan has longstanding military ties with Turkey, including ongoing naval modernization programs. Turkey's defense industry is also pushing hard into Indonesia's market, particularly in the naval sector. Across all three relationships, Turkey exports UAVs, armored vehicles, naval platforms, and electronic systems.
Analysts caution that defense sales are not mutual-defense commitments, and these bilateral ties do not automatically amount to a formal alliance. But the cumulative picture, a NATO member simultaneously building a parallel network of defense relationships and regional diplomatic initiatives across the Muslim world, is something Greek planners and European strategists are watching closely.
