UN envoy Maria Angela Holguin has postponed her planned meetings with the displaced municipalities of Famagusta and Morphou, pushing them to Tuesday as she finalizes preparations for a critical trilateral meeting on Monday, November 9.
Holguin was set to meet with the two municipalities on Saturday in what would have been her first formal sessions with displaced Cypriot local leaders. The meetings are now rescheduled to Tuesday, after the trilateral takes place.
The Monday meeting begins at 11am at the UN mission head's residence in the buffer zone, bringing together Holguin, Cypriot President Nikos Christodoulides, and Turkish Cypriot leader Tufan Erhurman.
Famagusta mayor Simos Ioannou had planned to raise the return of Varosha's fenced-off area to its legal residents under UN auspices. Morphou mayor Victor Hadjiavraam was set to press the question of refugees and the right of return, two issues that sit at the heart of the broader Cyprus problem.
Christodoulides has put forward a proposal to open Varosha under UN oversight and reopen Famagusta port under EU authority. The Turkish Cypriot side rejected the proposal outright, with Erhurman arguing the port is already open and that the real obstacle is the EU's refusal to allow direct trade with the north.
The postponement reflects how tightly Holguin's team is managing the lead-up to Monday's session, with the agenda still being finalized as of Saturday. The displaced municipalities will get their turn only after the trilateral concludes.
