Turkey is moving to enshrine its expansive "Blue Homeland" maritime doctrine into national legislation, targeting the Aegean Sea and Eastern Mediterranean. Erdogan's ruling AKP party is in the final stages of drafting a bill that would formally define Turkey's claimed maritime jurisdiction zones, according to SKAI's Istanbul correspondent Manolis Kostidis.
The draft law is expected to be written in November and submitted to the Turkish Grand National Assembly before the end of 2026, according to Turkish outlet Haberturk.
The bill would explicitly state that Turkey's territorial waters extend 6 nautical miles in the Aegean and 12 nautical miles in the Black Sea and Mediterranean. That 6-mile claim in the Aegean directly contradicts Greece's right under international law to extend its own territorial waters to 12 nautical miles, something Athens has historically refrained from doing to avoid escalation.
Any economic, scientific, or environmental activity inside Turkey's claimed exclusive economic zone would require prior authorization from Ankara under the proposed framework. The same requirement would apply to activities on the seabed and subsoil of those maritime zones.
Critically, the bill is also expected to include provisions on the legal definition of islets and rocky outcroppings, which Turkish discourse frequently labels "gray zones." Greece considers the sovereignty of these features settled under international law, and any legislative move to redefine them would directly challenge that position.
The "Blue Homeland" doctrine, which maps out Turkish maritime claims across roughly 462,000 square kilometers of the Aegean and Eastern Mediterranean, has until now existed as a political and military posture. Translating it into statute law would give it a formal legal standing that Greece and Cyprus would be forced to respond to on the international stage.
