Turkey has taken its Cyprus revisionism directly to the United Nations. Ahmet Yildiz, Turkey's permanent representative to the UN, forwarded a letter to the Security Council and General Assembly arguing that any Cyprus settlement can only come through cooperation between "two sovereign states" with equal international status, a position that flatly contradicts the UN's own framework for reunification.
The letter responds to a statement made on September 16, 2026 by Cyprus's UN Ambassador Maria Michael. It argues that "there is no single authority on the island of Cyprus capable of representing both peoples or the island as a whole," pushing the long-standing Turkish position that Greek Cypriots and Turkish Cypriots constitute two entirely separate peoples with two entirely separate states.
On the 1974 invasion, the letter does not use that word. It describes Turkey's military action as a lawful "intervention" carried out under the 1960 Treaty of Guarantee, claiming Ankara "was obliged to intervene in accordance with its rights and obligations." It also claims, remarkably, that no Security Council resolution has ever characterized Turkey's action as an invasion or its continued military presence as an occupation.
The document goes further, asserting that the displacement of tens of thousands of Greek Cypriots was "comprehensively resolved" through the Third Vienna Agreement in 1975, a claim the Republic of Cyprus and the international community broadly reject. It also raises allegations of human rights violations against Turkish Cypriots, framing the conflict's roots in intercommunal violence from the 1960s rather than in Turkey's 1974 military operation.
The conclusion is blunt. Turkey argues that "a new approach has become inevitable" and that decades of failed negotiations under the UN's bizonal, bicommunal federation model have proven the framework unworkable. UN Security Council Resolution 541 from 1983 declared the Turkish Cypriot unilateral declaration of independence legally invalid, and the Security Council has consistently ruled out partition and secession.
