The program is part of a broader restructuring of Greek security policy. In 2025, Greece signed a regional defense agreement with Cyprus and Israel, a trilateral arrangement that Focus describes as aimed at deterring Turkey, a neighboring NATO ally with whom all three countries maintain strained relations. Competing claims over economic zones in the Aegean and Eastern Mediterranean sit at the center of those tensions. What makes the Achilles Shield particularly significant, according to Focus, is what it signals beyond raw military spending. Greece is diversifying away from its traditional suppliers. Historically, Athens sourced the bulk of its defense hardware from France and Germany, and while those relationships remain intact, the new program is building a parallel network of partners. The investment also serves as a catch-up effort. During the eurozone debt crisis between 2009 and 2018, Greece's defense budget was effectively frozen. The Achilles Shield is Greece's attempt to close the capability gap that decade of underinvestment left behind. Separately, the Berliner Zeitung reported on the collapsed Palaiopyrgos bridge, destroyed by Storm Daniel in September 2023, which saw 754 millimeters of rainfall in a single day in Zagora, the highest ever recorded in Greece. Seventeen people died and 79 bridges were damaged.
